Reciently Out On The Water I Lost Power After Stoping And Setting At Idle. I Powered Up And Didnt Get Past 3000 Prm At Full Throttle . Minutes Before I Was Easly At 4300 Rpm. The Engine Began Running Ruff Like Bad Fuel Or A Fowled Plug. I Have Eleminated Both Fuel And Sparkplugs As My Problem. After Running Different Test I Think I Am Looking A Timing Problem. Is It Possible For It To Have Jumped Time. Is This Something I Can Repair Or Will I Have To Send It In To The Shop. I Am Running A 90hp Johnson V4 Outboard A 1996 Model. Any Input Would Appreciated.

I'd check the following:
Compression on each cylinder
Spark on each cylinder, using a spark tester. Should jump about a 7/16 gap.

If you have spark and compression, then all that is left is fuel delivery.

Does holding in the primer when it's running cause it to run better?

The most common way for the timing to change is from a sheared flywheel key, but I wouldn't jump to that conclusion until other things are eliminated.

General health check of your motor and go from there.
