60 horse johnson

2cyl 1979-80 johnson 60 hp.Top cyl will run at half throttle but quits at full throttle.Doesnt run well at low speed either.Rebuilt carb and new plugs.

I would do a compression first and foremost...then move onto troubleshooting your ignition system.
