I have a 1978 9.9 hp evinrude and about three weeks ago it fell in the lake and i've been letting it dry out and it doesnt run. I thought it was the power pack cause i was getting only one plug to fire so i bought a new one, now both are fireing but the engines stops abruptly and spins backwards about a half turn. It tries to run but i just don't know. If there is anyone who could point me in the right direction i would really appreciate it.

You still have water in in somewhere. Water will not compress well, thats why it's building up in the cylinders and causing them to downstroke before it fires.

Do you think i can use a compressor to blow it out or would that mess something up?

Take the plugs out and if you can, take the carburetor and the reeds off.Now hold it upside down and sideways and allow any water to drain. If you cannot take the carb off,at least make sure there is no water in it
Now take some very heavy fuel 1:12 and pour it into the plug holes.
Very slowly turn the engine by hand until you are sure that the oil has penetrated into the crankcase.
Put the by now cleaned reeds and carb back onto the block and ground the plug wires to the block but leave the plugs out.
Start the engine without the plugs in order to spit out the last bits of water.
Now put the plugs back in,pray and start.

Just to relate my own sad experience with a 2hp Honda four stroke. This was dropped in the sea while running and the engine oil was like mayonaisse. I got all that out, cleaned the cylinder, washed and washed and dried etc etc and got it back running. Two seasons later the clutch siezed as salt water had got into the clutch case and done its naughty work. Man what a mess! As well as having to replace the clutch, the casing was corroded quite badly.

Moral: when you think you've got all the water out, check again as there will always be a bit more.

You should have gotten it running within hours. Weeks of sitting wet means the bearings, rings, etc. all have become rusted. You may have a basket case. You would have been better off leaving it in the water until you were ready to get it running. Most shop manuals give detailed instructions for dealing with a submerged motor and all stress the need to get the motor running fast after removal from the water.
