The flywheel won't turn more than 1/4 inch either way and it won't seem to shift into reverse. Am I screwed?

It wouldn't start last week and I thought it was the starter. Replaced that and it worked fine the one time since that I took it out. Took it out again a couple days ago and the starter raises to engage but the flywheel won't turn. It also won't turn back to let the starter disengage at this point. I had to loosen the bolts to disengage the starter from the flywheel.

I removed the three spark plugs and with a little muscle to break it free the flywheel now turns. What does that mean?

Something was bound up, pistons to cylinder wall, lower unit, connecting rod to piston pin or crankshaft, crankshaft to main bearings...

If it were me, I would do a compression test and then go from there...

JMHO...

Spin it over without the plugs in as long as you put some lube down the cylinders and have the muffs on. See how she sounds. If O.K. do a compression check and if O.K. fire her up with the plugs in. If still O.K. do a decarb.
Go from there.

The last time it ran was right after I put the new starter in. We took it for about a 30-45 minute test run and everything seemed fine. The next time I dropped it in the water I turned the key and it just clicked. I thought it was the battery but that tested fine. Then I thought it was the starter but when I loosened the bolts and pulled it away from the flywheel and turned the key it worked the way it should. But when I tightened the bolts back down it would engage but the flywheel wouldn't turn.

I also want to replace the interior fuel lines when (if) I get this sorted out. The current ones are old and weather cracked. Do they make specific pre cut ones or do I buy one long one and cut it?

Most likely (unless it's a newer engine) you will have to make up your own lines from bulk hose, make sure you use marine grade lines that are compatible with todays "gasoline" (cough, gasp, cough)....

Re-check your starter connections. Even add booster cables in conjunction with them. A bad starter connection at either end or a bad cable will give you the same scenario. A weak starter system will turn the motor without compression. I.E. with the plugs out.

what should I use for lube in the cylinders?

I tried to start the motor with the plugs out and it turns over for about 1 second then stops. I tightened all the connections first. Now what?

Lets not overlook a symptom that could be Major.... Drop the lower and see what happens after that, the foot may be bad, linkage may be out of adjustment etc. Lets eliminate it from the equation.
