It could be several things. Is this a recent problem, a slowly worsening problem, or has it always been like this? Is the engine been properly maintained and tuned up? Are you reaching your recomended RPM's at WOT with the prop you have? Is the prop hub in good condition? (Hub not slipping?) Is the hull in good condition and clean? Has it been stored outside uncovered? You could be lugging around a lot of water saturated foam under the floor.
You shouldn't NEED a foil to get on plane. "was thinking of buying a bigger hydrofoil" Do you have a foil on now? If not, and all the items I mentioned above are ok, I would look at a set of Smart Tabs before adding a foil. I have them on my boat and they made a huge difference in getting up on plane quicker with way less bow rise. Do a search on Smart Tabs vs Foils and you will find the majority prefer the tabs.
