omc throttle question

Hello all

my question is in regard to the throttle assy, made by omc well under the ignition key there is a black knob u can turn. Is this for timing ???
silly question i know but this is my first small boat with an outboard

Friction adjustment for throttle handle, if on a remote control. You don`t tell what engine and control system you are using.
