Is it normal for it to move so fast.
Fast is good. It is the mark of a good tilt motor. They are usually faster going down but still relatively quick going up. That is one of the benefits of an OMC Stringer over the Rube Goldberg black anchors. You could approach a rope in the water at the bow, kill the throttle, hit the up toggle and before the stern passes over the rope your outdrive is up and out of the way. Budda Bing! No rope wrapped around the prop.
Two things, however, are imperative. One-Never hit the toggle, hold it and let it slam straight down. Bump it. Let it down in stages for a soft landing. Otherwize you can break or spit the sector shaft out into the briney deep.
Two-Never use the tilt as a trim. You will wear out the ball gears and wear and/or spin the bearings in the upper gear case and/or the intermediate housing. You can use 10-15% up toggle, AT LOW RPM, FOR SHORT DURATIONS to get you out of shallow water. That's it.
Beyond that, keep your clutch housing drained of any water that will inevitably get in it and that motor will last a while.
