Possibly. Usually when the modules go they either don't work or they won't hold a steady time.
A couple things about testing ignition systems in general.
1. Use a quality meter. A radio shack or sears cheapie are often not ignition shielded and will often times give all sorts of funny readings. (or no readings at all!!!)
2. Make sure all of your positives and negatives are clean!!! Start at the battery and clean the terminals and main cables. On the block side make sure all the grounds are clean and tight. Take things apart and sand the points and cable ends, and put things back together tight. At the module make sure the ground points are clean. Make sure the wire termination (o-ring crimp) is clean. If in doubt cut the ring crimp off, strip back the wire to make sure it's clean copper and not green/black corrosion, and put on a new crimp. Don't worry to much about cutting it to short, cut it as short as you need to to get to clean wire, you can always extend the wire. Also make sure your getting 12+ volts DC to the module, and not 6 or 7 because of a voltage drop someplace.
3. Have faith in the factory flowcharts. They work for troubleshooting just fine if you follow the steps 1 by 1.
4. If your not getting the readings you want on the wires, reverse your meter leads. Put red to ground and ground to the wire your testing, not all meters are auto polarity. And electricity flows in both directions.
