1986 2.3 volvo penta locked up

Hey guys, my friend recently inherited a boat that has an 86 volvo penta engine the guy said it ran about 3 years ago but he hasnt touched it since. So we tried the key and the starter engaged but the motor wont turn over. The crank pulley was rusty and the exterior of the motor was in poor condition.However i tried turning the crank manually with a 3 foot breaker bar and i couldnt get it to budge. i took out the spark plugs and put marvel mystery oil in each hole and let it sit for five days. Its still locked up! I pulled the valve cover to look at the valves and discovered the cam shaft was there instead of the valves and springs i was expecting to see. So right their i knew i had no clue about this engine and its time to ask the profesionals what can i do next to get this thing to crank it looked very clean under the valve cover it also has a closed cooling system with antifreeze so i dont think it froze and cracked the block. i think that the internals should be pretty good cause the owner said he didnt use it much cause he was scared of being on the water. Sorry for the long post i think i covered everything i just want to know if their is anyway to fix this. Thank you

The Marvel was a good step.WD-40 is a good thing to add to the Marvel.You can try putting 24 volts to the starter.
Let it set longer.
Make sure the drive isin't locked up,check the oil for water.
Water in crankcase.When you removed the plugs were they rusty?
Try to look in the cylinders and see what is in there. J
