I've got a 1996 4-stroke 9.9 Evinrude ... with similar problem. Replaced plugs, plug wires, coil ... rebuilt carb .... only runs up to about 1/2 WOT!

Armature plate moving properly when the throttle is wide open? Have you had the flywheel off to inspect?

Maybe try squirting oil/gas mix in carb to see if it will pickup. Would isolate fuel system. Just thinkin.

Re: 95 15 hp johnson problems

how dirty was the carb when u rebuilt it,often the internal passages dirty up and need a good acid bath with a good high pressure blow thru all passages, are you sure the carb and all jets etc r clean,as mentioned before, the armature plate assy, under flywheel needs to rotate to giv timing advance, did to insure it works ok,my next suggestion is,a cyl dropping spark while under load from either a bad plug, wire or coil, often bad grounds will play hell with it,another thought, disconnect the kill button, sometimes you get a slight ground pass ,those switches can cause all kinds of grief, start at the kill ,its easy, should just be plug disconnects,be sure to let us know when you locate problem, compressionis perfect,no reason to rebuild, you will have the same result with rebuilt eng.your problem is simple, but, just need to find the critter
