The screws that mount the sender to a plastic tank screw into metal nuts that are captured in the plastic around the sender mouting hole. the two ground wires (actually one ground and one bonding) can attach to the same screw and perform the same function as in a metal tank although the metal tank may have the bonding tab attached directly to the tank instead of the sender body. The net result is the same. Apparently you've never read the warnings on the gas pump at your local gas station. There is normally a warning about not filling plastic tanks in a vehicle. Why? It's called static build up. Plastic, whether it is a hair comb, seat cover, or a fuel tank is an excellent storage facility for static electricity. Touch it with a fuel nozzle and you get that nasty "kaboom" sound followed by intense "heat". The filler nozzle on the boat should be bonded as well.
Just as an aside, if you ever get a tour of a high tech electronics manufacturing area you will notice the intense measures that are taken to control static electricity. In that environment, a static discharge can destroy electronic components.
