Probably old oil from sitting, probably need to be run for a while to get rid of it, just check for oil when it sits dry, like you said. How do you know you are getting water in the lower unit, have you pulled the drain plug to check it?

Exactly. Oil on the water is probably just from the exhaust. You need to drain a bit from the LU to actually see what's in it. And if it's leaking, you can get a seal kit for it.

Best way to find leak is to pressure test it at about 10psi. You can get a pressure gauge on ebay for about $30. Pump it up and listen for leaks, or spray some dish soap on prop shaft, drain and vent screws, shifter pivot screw. If it's not leaking there, then it's either the driveshaft seal beneath the water pump or the shift rod seal. Usual leak spots are the drain and vent screws and the prop shaft seal.
