1955 Johnson CD -12

I have an old Johnson 5 1/2 hp. Ran but smoked like mad. Installed new water pump and rebuilt carb. Runs but still smokes a lot. Rich mix 16:1 but it calls for that. I reused to old float. Was covered with varnish from bad gas. I'm thinking maybe it weighs too much and is keeping needle from seating allowing too much fuel mix in? Does not flood out or drip gas but I cannot think of anything else. HELP!

That engine now calls for a fuel/oil mixture of 24/1..... 1 qt of TCW-III 50/1 oil to 6 gallons of gasoline. 87 octane will be fine.
