1973 65hp evinrude carb tunning

Took apart my carbs and I do not have any needles in them, instead I have two orifices, one in the top(low speed) and one at the bottom(high speed).

Do these need to be adjusted similar to needles, or how would I tune these carbs?

Also, how to I remove the welsh plugs(little round discs),do you drill a pilot hole and pop out with a screw? Do these really need to be replaced if they are not leaking?

Any advice would be appreciated, Thanks

I'm guessing these are "fixed jets" and do not need adjustments, correct?

That is correct. Back in the old days with multiple carburetors with needle valves, it was a pain to get them right. Fixed jets require no adjustment. Rejoice!!!
