Throttle tension

I have a 69 Johnson 20hp, while trolling the throttle keeps slowing down and I was wondering if there is any way to adjust the tension on it or if anybody has any ideas on how to modify it to make it stiffer? Also the steering tension adjustment keeps backing out also, any ideas?

where the throttle shaft mets the upshaft is an idle stop adjust ment screw, set it to your trolling speed. steering tension should have a spring or spring washer on it. i don't know exactly which tension that motor has.
