lower unit won't go together 1996 135 HP

I am a total newbie, but needed to replace my water pump in a Merc 1996 135HP. All was going relatively well until I couldn't get the lower unit to slide all the way back together. It stops about an inch short of where it needs to be. I'm certain I am doing something wrong...can any one tell me what to do? I am pretty ignorant when it comes to these, I only attempted this project because I was told how "easy" it is. HA! Thank you in advance for any advice you can give.

The water tube must line up.
Both the upper and lower shift shafts must be in the same gear and mesh.
Once the lower unit up as far as it will go with the shift shaft and water tube indexed turn the flywheel to align the driveshaft splines with the crankshaft.

It helps to have a second person, wiggle the flywheel.
