1982 40 hp mercury 2 stroke 2 cylinder 6140511 140 psi on both cylinders

ok here it is .. i have replaced every electrical part on power head rectifier , stator , charging stator , trigger, switch box , coils , plug wires , and plugs all new gaskets on power head and a carb and fuel pump rebuild ... and i still cant get this dern thing to idle it will run at a mid to high rpm and have done test in mercury manual to check fuel spark and so forth .. is there a way to test carb and how much fuel should the pump push out b/cause the manual says steady stream but no other info....i am at a total loss any help would be greatly appreciated also reed valves look good as well

as a side note on getting the fuel pump rebuild kit i was instucted to change the transport cover and add a spring type thing with a button and make sure the check valves where on the correct side but they were very difucult to determine which one was which b/cause of the colors were susposed to be red and white but they were black and white

hi,

Do you notice a little fuel fog in front of the carb when it is running mid range?
Does it spit back through the carb at an idle?
You could have a bad reed valve, crankshaft seal, bad labyrinth seal on the reed block, or just a bad carb. The bad carb is rare but I have seen 2 of them.
A bad labyrinth seal on a 40 Hp is rare too. I am hope your carb idle needle is turned out 1 1/2 turns.
