Mounting an outboard, sealing holes???

I need to mount an outboard and drill through the transom. Is there any thing to do so the water will not get in the transome and rot the core from the drilled holes?

3M 4200 in the hole and around it.

I drill the hole slightly oversize and coat the inside with epoxy before installing the bolts. Then after the epoxy cures, I squirt silicone seal in the hole and coat the bolt. Then I install it.

If the boat is old, it may be a moot point; the transom may already be wet.
