If it was rebuilt more than once and still doesn't work, isn't it time to suspect something other than the carburetor? Those carbs were super simple and just don't give mysterious problems. Who is doing the rebuilding? What exactly is the problem with it?

Ive had a half dozen of the older V4 motors over the years, and I would not lean into the carb as the fault now, but check your fuel pump, screen, and flow from the tank at every point to the motor. Temember if it wont start, the most likely problems are fuel, and ignition. Have you checked to see if its getting spark? You can lift the belt off and spin the mag by hand to see if its licking fire. Cleaning and re setting the points ON the motor is easy, and quick. Setting the timing is easy too. The marks are right there. get you an original shop book, and its all spelled out, and illustrated for you. Good luck.
