Late 80's Force 50hp running rough

I bought a late 80'd force 50hp and I am having some trouble and unfortunatley nowhere to turn. I am in the coast guard and am stationed far from my mechanic buddies that work on the search and rescue boats. So I am kinda on my own with this one. I just had the carb cleaned and the idle tuned down ( it was running pretty high). When i start it up it will idle, but when I put it in gear it will dies. I have to keep choking it and throwing it into gear many many times before it will go. Once I do that and get it going it will not run at full throttle. I mat it and it seems to not switch gears. The RPMs go really high and then jump around a lot. I can't even get it up to 8 mph. It does smoke some when start it and it seems to spit water Ok, not a solid stream. When I bring the throttle back down to an idle it quits on me and I have to start the process all over again. I don't have a manual but I was told that 50:1 was the correct mixture. Also it runs through gas very quick(not sure if it's related). I would appreciate any advice, I got the feeling te guy I bought it from took me for a ride and now I'm stuck with a crap motor. Thanks for any help.

Run a compression test first to see what kind of general shape its in . Post the results and also check simple things like your plugs ,recirculation system if it has one,fuel filter if one's on it .Let us know what you find .
