I have a single axle trailer carrying a 2500 lb boat. The tires are 20.5 x8.0-10Do I inflate to the tire pressure listed on the trailer (60 lbs) or the max tire pressure listed on the tires (90 lbs)? What load rating do I need? C? D? E?

The pressure listed on the trailer should also list what size and load rated tire that 60psi was for.
It would be irresponsible for the trailer maker to simply list tire pressure without quantifying what type of tire. Just like what the tire and pressure is listed for your car on that info sticker in the glove box.
Whatever the tire says is what pressure should be run. Anything less diminishes load capacity and also allows tire to flex too much resulting in tire premature failure.
But whatever you do, do not try to make up for an overloaded tire by running more air pressure in it. Overloaded is overloaded get a different tire.
