Should I Connect This Wire?

This is a bit of a needle in a haystack question, so I will do my best to descibe what is going on.

First of all the engine is Mercury Mariner Outboard 1992 200 HP. I researched how to check the voltage regulator (here in Iboats) to determine if the regulator is the reason my Tach in not working (I replaced the tach and it's still not working, should have checked to regulator first I guess) Anyways on the question. While looking for the regulator I noticed on the drivers side of the boat (in the engine of course) there is a green and white wire that is disconnected from a factory looking plug that has two green and white wires going into it. My obvious reaction would be to connect it but I thought it prudent to check with some experts before doing so.

Any ideas on what it is and if it should be connected?

sounds like the connector for diagnostic hook up. Best to double check with the wiring diagram in your manual.

Is the motor missing? Green/white wires go from the switch boxes to #3 and 4 coils. BTW, that is the starboard side.

Thank you for your responses, and yes I guess I should start using port and starboard as opposed to drivers side and passenger side :) I got the call from the marine shop, it was the down trim wire from the control box. Must have disconnected it when removing the cover. Thank you for responses!!!
