Stiff throttle and shift movement

In the process of fixing up an older boat. Controls were stiff so I installed a new single lever side mounted control. When I removed old lever and control the cables run past the assembly, make a loop and then connect. Is this how it's supposed to be

Nope,... The cables are Too Long,+ the loop is probably Why they moved so hard...
