As I was pulling up to the ramp to get out the other day my throttle got really hard to move, and after getting it out of the water noticed this part was separated.
Am i missing a part here? does something just need adjustment?

Nothing looks missing to me, throttle cable goes into the cowl and connects to the big lever on the side of the powerhead, nothing down on the tilt/trim should bother it. Now that's not to say there isn't an issue with the lower unit going into gear, throttle and gear shifting go hand in hand.
Maybe this picture is more clear about what im looking at. The circled piece used to be attached at the hole the arrow is pointing at. The circled piece and the hole are tapered to fit together and something used to hold them together. The motor is hanging limp from the top mount now that its not attached at this point.
looks like you broke the bottom off your steerig arm,you might pull the mounting bolts located in the front end then remove the side plates of your motor mounts,they are the 4 7/17 screws on each side,that will help u assess the prob
