Lockout pawl won't allow engine to start on Evinrude '82, 9.9hp

Does anyone have any suggestions on what might be the solution to disengaging the lockout pawl on the pulley. We aren't able to start the motor with the electric start or the pull start b/c the lockout pawl is engaged. We have tried to move the throttle and shift linkage forward and back with no resolution! It seems like it is something simple that we aren't seeing.

This motor is new to us, but have started it many times and not had any problems; it usually starts on the 1st or 2nd try. It is a electrical start, but has a pull start as well. Thanks in advance for any suggestions! We are trying to get our motor winterized.

Check to make sure the spring is in the correct position and the motor is not throttle advanced or in gear. When you pull the starter the red lock out pivots and moves out of the way of the teeth.

motor in neutral, throttle turned down to start. that is the purpose of the lock out, can't start in gear, and can't over rev the motor.

Thanks, we appreciate the suggestions. It ended up to be the cables on the remote control were not adjusted correctly. We moved linkage and it disengaged lock-out paw.

Glad you fixed it, you made no mention of a remote control setup in your first post, would have suggested that!
