Tilt gauge on my boat does not work?

Ok it's not an important gauge but would like everything working. Gauge alway's reads UP. How does this thing read the position of motor. Wire's? Boat 2000 crestliner, 115hp mercury 2 stroke carb.

There is a sender (variable resistance) on the engine that works in conjunction with the gauge. The device provides variable resistance in the electrical circuit to the gauge so the gauge reacts according. Check for +12 volts and ground at the gauge. Ensure the wire on the "S" (send) terminal has continuity to the sender at the engine. Measure the resistance of the sender by disconnecting it and moving the arm manually. If resistance doesn't vary you have a bad sender.
