In gear kills motor?

I have a late 60s 6hp evinrude fishermen. Run fine in neutrual, but when i put it in gear, it dies, unless i pull The choak out a little. WHY!!?? :-(

Carburetor is dirty, especially the high speed jet. Choking it forces more fuel through the dirty jet.
