1989 150 Evinrude 150 crossflow

everything seems great except neutral idle speed. I have set linkage, checked throttle valve adjustments and timing. Sprayed for leak in carb gaskets but idle speed in neutral will not come under 2100 rpm. Suggestions?

Can we assume the timer base is going all the way back?

Does the sync and linc allow all the carb butterflys go completely closed? Check each carb, also make sure the middle carb roller has no pressure on it. Is the quick start feature working properly?
