Water in and under the powerhead

1991 mercury 25 hp.

I just changed the stator because of bad fire. i was checking the fire with the plugs out and i noticed milky looking substance coming out the lower plug on the powerhead. I started inspecting it and i notice a good bit of water under the powerhead. is the head cracked or bad seal?

sounds like a head gasket but inspect the motor closely for a crack but you have to take the head off now so you could look then

i took the head off didnt see any cracks the gaskets look bad.
