25 hp merc water pump

I am trying to replace water pump on 2000 25 hp merc. I removed the 4 bolts but lower unit wont pull down but about 3". What is holding it? Is there a trick I don't know about?

I have tried in neutral and foward and reverse. it is actually a Tracker by Mercury Marine.

I can see the shift rod and it appears to be solid all the way to the top. It has a rubber boot at the bottom where it goes into the LU. I can see the drive shaft and it turns when I spin the prop.

I found the end of the shift rod. Some engineer with Mercury thought it would be funny to hide it under the carb and behind the starter:confused:. Problem solved.

So how do you take it off. I just tried to change my dads and I had the same problem.

80's model...remove the screw infront of the retainer, pry the side to the right, then it comes out. 90's model, there is a clip in the right side of the retainer, flip it up and remove that side plate, then drop the lower unit.
