Starter Relay

I have a 50hp Force that I rebuilt at the end of last summer. Since rebuild I have not been able to turn it over with my key. I just bought new solenoid/relay and still nothing. I have 12.5 volts at relay where battery conn is and when I turn key over I get 12.5 volts on top post but starter will not turn over. When I jump from large side post to large side post of relay my starter turns over fine. I even checked to make sure it was in nuetral and it was. I have double checked all my wiring and it seems to be correct. I am running out of ideas and would rather not pay to have it looked at when I have come this far by myself. Any help/suggestions will be greatly appreciated.

try taking a jumper wire and bypass the neutral safety switch and see if it turns over by the ignition

I already tried jumper on nuetral switch to no avail. My push in choke solenoid activates which leads me to believe it is not switch. Pulling my hair out!!

take a voltage meter, set it dc, ground one side and clip the other to the positive on the solienod, not the big wires coming from the battery but to the positive of the smaller terminal coming from the neutral switch, try to start with the key,no voltage possibly bad igintion switch , or bad bad safety switch

Thanks for the help. I figured out finally that I was not getting ground to relay. As soon as I grounded it properly it turned right over with key.
