Well you'd run it in water. Doesn't pump, obviously its shot. Dont think the 5's have a impeller anyways. and if it does it cools the lower leg..Not really a necessity as the legs in the water. I had a 7hp, had a impeller but it was shot. Didn't matter, power head is cooled by air.

The 5 hp uses an impeller water should mist out the relief holes in the leg.
These impellers are typically failed. The leg does need to be cooled. Without
the The leg will get extremely hot and the bottom crank bearing will fail.
You may want to confirm the motor is sound and run it briefly to be sure it starts easily and runs strong.before investing any money. The Eska has a poor reputation
said to not run the same way twice in a row.imo sell the Eska and put the money toward an Evinrude/Johnson 3,5,5.5 or 6 from the 50s or 60s.

Wow yours too?? yea my plug on the lower unit was super tight too. Best bet is to find or get a flat head screw driver with a SQUARE shaft. You then get a adjustable wrench and tighten on the shaft of the screw driver, works like a charm every time. More leverage ya got the better :D
