88 Mariner Idle problems 100 HP

I recently acquired a 1988 Blazer boat with what I am assuming is an 88 Mariner 100 HP. The boat has been in the family for years and has a lot of sentimental value to me and am looking to get it in tip top shape. Until yesterday the motor had not been started in about 3 years. I drained water out of the fuel cell and added fresh gas at about 16:1 since the oil injection was disabled years ago. I just learned that I should have been running at 50:1...
After priming bulb until hard I tried starting it once or twice before hitting the carbs with starting fluid. Once started I allowed the boat to run for up to 1.5 minutes before shutting it off. In the few times I started it I could never get it to run below half throttle. How long does it take the motor to run before I should be able to run on idle throttle setting? Also would the improper oil to fuel ratio have anything to do with the problem. I think I need to replace the impeller before proceeding as I did not notice water coming out of the propeller the 3rd or 4th time i ran the motor. All help would be greatly appreciated as I don't know much about outboard motors. Thanks

Ayuh,... Sounds like the carbs idle circuits are Plugged, Solid,...
Rebuilding 'em, Might fix that part of your problems...

I appreciate your help. I will be rebuilding the carbs and installing the new impeller in just a few days. I will let you know how she ran.
