mercury eh15 hesitation

I have a 2000 15hp merc. when I punch the throtle there is a hesitation for a while, then it takes off. Any thing I can test or look for? I dont see any jets on carb. Thanks Bruce

check plug wires , test igniton with a dva meter - 10 years on carbs ? rebuild anyway .
