wire for what? 98 Mariner?

This 98 Mariner is missing the lower unit and i noticed this wire hanging down just cut off it's mounted to the outboard bracket with a wire retainer/screw it is hanging down to i'd say the middle of where the lower unit would be and just cut off? any clues? thanks

Sounds like a continuity wire (you'll be familiar with those ) that should be connected somewhere above the lower unit. Lower unit is grounded by bolting it on!
