Painting Merc shroud? bubbling paint-HELP

im trying to paint the shroud on my '83 merc 25hp, ive only sanded one section to see if it would work out. I sanded down till the greenish primer below the black paint, then cleaned the surface with amonia windex and sprayed with the merc paint. right away it' bubbled up like oil in a puddle of water. what am i doing wrong? is the paint possibly expired?

You should have washed it with soap and water, air dry they primed and painted. You needed to get the Windex off good.

i agree do not use windex just sand priner and paint should be fine
