2003 25hp 2 stroke shifting problem

I have a 2 stroke 2003 Mercury 25hp motor. This motor is a tiller handle that has shifting problems. The gear shift is in the tiller handle. One way for forward and the other way for reverse. Sometimes the handle locks but wont shift in reverse. It only happens in reverse and never in forward gear. I got it to shift into reverse and it hasnt happened again but it has happened about 3 xs now. Any suggestions and or fixes for it?

It needed the washer at the top of the shift shaft. This washer keeps it from binding in reverse.
