Fresh rebuild won't start!!!!

Ok here I go....I took my boat to a guy to rebuild, he is VERY experienced with complete rebuilds on outboards. He replaced pistons, rings, and just about all internals with the exception of the crank. After rebuilding the motor, 1974 Johnson 115 Seahorse, he went to start it by directly connecting a battery charger to the starter with the spark plugs out and it spins freely, but when the plugs are installed it sorta drags. He gave me the starter to get rebuild, I took it to the shop and they installed a new drive and brushes. After reinstalling on outboard, it does the same thing. Almost like it has too much compression, if that is even possible. Any ideas, I am at my wits ends....If I left anything out forgive me. I appreciate all advice and ideas. Thanks guys!

Have him open it back up. Why are you chasing problems? Seems to me it should be him doing the troubleshooting.

Maybe try using a fully charged battery instead of a battery charger?

If he is VERY experienced he should be able to fix it. Did you pay him already?

Well I am no expert and this isn't probably right but I have a 1960 evinrude lark 2 and to the left of each of the spark plugs are little valves that open up when you turn it over and it releases the pressure so there isn't so much compression. I have adjusted these valves before and when you tighten them in it doesnt release the pressure and it is very hard to turn over so maybe loosen them if your motor has them? I don't know if this has anything to do with your problem but thought I might try.

Hook it up to a charged battery. The battery charger can not put out enough amperage to properly turn the motor over.
