The pull cord broke and I was able to replace it, but when I reattached it the cord will not pull out. The cord will pull out and recoil when not attached, but will not let me when attached?
If by "attached" you mean that the manual starter is installed on the engine, then I would think that the manual start lockout is in effect due to either the engine being in gear or too much throttle is applied.
