Cyl Head Bolt Torque Query 120HP '91

Clymers manual gives a bolt torque value of 25.4 Newton metre for the head bolts.

There are 4 x 7/16 - 20 bolts, each located next to 1 of the 4 spark plugs in the head. I can't find a specific torque reference but in Table 5 Standard Torque Values it suggests a torque of 54.2 Newton Metre.

Can someone clarify this?

What is the torque value for the 7/16-20 bolt next to the spark plug?

I think I confused the socket size for the head with the torque settings in the clymers manual which are meant to refer to the O.D. of the thread?
