Is it rusted out or just full of rust? If it has lots of rust in it, there are things you can use to get it out. I used 10-34-0 liquid fertilizer to clean my first tank to bare metal. It worked like a charm. However, you have to have access to the fertilizer. If you don't live close to a plant that makes it, you could also use a product called "Evapo-Rust". I get mine in one gallon jugs at the local hardware store. HEre is a link.

Just used it to clean the splines in the crank of my 65 hp Evinrude so I can put a new driveshaft in it. LEft it overnight and it was clean as a whistle.

Clean it, don't cut it.

I've never heard of the fertilizer method. I'll have to try that someday.

EDIT: It's probably the phosphorus that does it. Phosphoric acid is one of the ingredients in a tank coating kit.
