over rev

i have a 1981 johnson 25 hp rope start it runs good on the top end but idle
is rough. it sputers and jumps, and in neutral it revs up very high. just put a carb kit in so not sure what the problem is i think it might be the timeing but not sure and help would be welcome thanks in advance.

how would i check the timing i did that and i could never get it to stop reving out of control.
