Motor shutting off

I bought a 1996 Pro-Line 240 CC with a 1996 225HP Evinrude.
Went out on the boat today that I bought almost a month ago and I couldn't get it to go over 1500 rpms with out it shuting off. On idle sometimes I could get it go up to 4000 to 6000 rpms and it would sound rough. However when I put in gear I could only go so slow because if I gave it any gas it would shut off. The water pump was shooting water quite strongly.

I have since replaced the fuel filter, fuel separator, and spark plugs. I took it out on the water and it is still runnig like I described above.

High speed in neutral means nothing, but might cause the motor to blow up.

Check the compression on all cylinders and the spark on all cylinders. If both are good, put a timing light on the #1plug wire and rev her a bit and see if the timing advances a bit, and whether the plug fires as the timing advances. Pull out the carb high speed jet and see if it is clogged or the carb is dirty. Report back on results.

Update since Carburator cleaning:
I took off all six cars and cleaned with only compressed air through every yet and hole I could find. Reinstalled back all gaskets & jets all were intact. Reinstalled carbs back in their location that they came off of.
Put the boat in the water and I'm still having the same problem. I could the mototr to go in gear fine however when I gave it gas I could barely hit 2000 rpms without it shutting off. No power at all..

Read Chris's post again, thats what you should do first.
Go to autozone and get a compression tester and a spark GAP tester.
Do the compression first, write the numbers down.

Then set spark gap tester to 7/16th inch gap , with plugs out see if spark will jump with a blue spark.

If you get past those 2 tests then we'll move on to the carbs, and you'll need carb kits with new jets and gaskets, $22 ea.

Theres a bit more you need to do before trying to run the snot out of it or risk frying a piston.

I would do the water pump and gear oil too.

Update to everyones sugestions... Comp test good 100-110, spark is good on all cylinders, the timing was good, the carb got pulled off again and clean better than I did it the first time. Took the boat on the water today and the dissappointment only grew bigger. Read back to my first post, the boat is still the same...
I need a miracle right about now.
What could be the next step?

How old is the gas? Replace with fresh gas!

Its not firing on all cylinders, typically you can rev the crap out of them with a dead cylinder in neutral but put it in gear and it will bog out.

So I'd say you're still missing something in the initial troubleshooting step.
Compression is good , that leaves ignition or fuel.

Are you aware its not possible to conduct a spark test by using spark plugs ?
You need a $12 (autozone) spark tester set to 7/16th inch gap.
Spark should be blue.

A timing light will show whether its dropping spark under load on the water.

If those tests check out ok then try hitting the choke when you try to get it going, if it responds the problem is carbs.
Isolate the problem carbs by putting 2 fingers in each carb throat and watch the reponse.

Rebuild carbs per the faq file directions, run wire through the jets, spray carb cleaner thru passages etc , use carb kits, make sure floats aren't sticking etc.

A weak fuel pump may not be filling the upper carbs and can cause low fuel levels to make a LEAN mixture, raising combustion temps and can cause extensive damage, yet rev like crazy with no load.

Test the fuel pump.

Pull the lanyard to KILL the Ignition.

Remove the spark plugs to reduce the load on the starter motor.

Disconnect the fuel line to the carbs and point it into a suitable container.

Crank the motor and observe the fuel stream, is it a strong flow?
