1995 Mercury 9.9 water pump problem

I have a 1995 Mercury outboard long shaft electric 9.9 HP and I have been trying to replace the impeller. It runs well until recently.

I put the motor in neutral shift and took off the three bolts but the lower unit only dops down about three inches. That's it. I understood from the parts place that the whole lower unit is supposed to drop down and out. . I have pushed and pulled but the unit will not drop any further. I tried a screw driver but with no luck. Decided a hammer might cause serious damage.

What am I doing wrong? I am feeling confused. Help!

You have to remove the shift rod and it should come off easy.

Thank you much.

I now have gotten the lower unit off. My biggest problem at the moment is putting the "key" into the new impeller. Do I hammer it in? It is really a very tight fit. I tried using thin-nosed pliers and pushing the key into the impeller but the key keeps jumping off the pliers and then I have to go search for it. Any suggestions?

You have to put the key on the shaft and slide the impeller down over it.You can use a little grease to keep the key there while you push the impeller over it.
