Power steering fluid issue

My steering was difficult during my first run out this season. I checked the fluid and it looks like a strawberry milkshake. What would cause this and what is the fix?

I have a 97 Four Winns Horizon with Volvo Penta 3.0L.

Thats because theres water in the fluid, usually from a leaking fluid cooler.

What color is it usually ? I cant even remember. Just normal ATF Red?

What would cause this and what is the fix?

Water froze in the power steering cooler, cracked the housing, now water is entering the power steering system.
Remove the cooler, test it. Replace if necessary.
