Water is getting in lower unit

I put new plug gaskets and new oil, ran boat and water was in the oil.
I found a small gouge in the lower unit where the gasket seats to the lower unit on the bottom filler hole. (The flat area where the flat white gasket seals to the LU). Is there a way to fix this?
I would like to seal this if the water is getting in at this place.
Will a little line of 5200 around the gasket work?

The gaskets are new. I don't think the bottom drain plug is sealing because of a small gouge in the lower unit where the gaskets sets.

I would fill the gouge with epoxy and then polish it when hardened.

Will this fix the problem?
Clean the hole of oil and let dry.
Remove gasket from plug and oil plug.
Put some JB Weld around hole and replace plug without gasket.
Let dry, remove plug and replace gasket.

I wouldn't put the plug in until the JB weld has cured and has been surfaced. I would use an appropriate Dremel bit or bits to surface the deal when cured. And watch the tool speed, since epoxy softens when heated.

maybe one of the newer style plugs with oring will do it
