I have a 17 foot aluminum boat with a 40 hp evinrude. Has been running fine but now takes forever to get on plane. The rpm's are just not there to pull it up. Eventually I can trim up and finally get it to plane and actually obtain the regular rpm's. Help would be greatly appreciated

What model is your 40 hp. That makes a big difference in the answer.

I had this happen once. As long as the cause isn't engine related, you might have a slipping hub in the prop. Also if you know the engine is actually running normally. I'm curious as to what is causing the problem.
