Grease fitting does not lube the steering tube as far as I know. Penetrating oil and time to begin with. Multiple applications and do not be in a hurry. Massage gently in both directions. Get a little movement and you have almost won. You have to dissolve the hardened grease first.
There are a few other options but this is where to begin.
My 2 cents only though.

Then pump some penetrating oil in there instead of grease. Time and dedication are the biggest factors here.

Apply the lube, let it penetrate, move it a little each way. Apply the lube, let it penetrate, move it a little each way. Repeat over and over. Frustrating but unless there is a different issue going on you will get there eventually.
Good Luck and keep working it.
