No Power under Load

I have a Mecruiser 140 85 model in a 17' Runabout. My gears stripped out in the upper drive and I had a mechanic fix it. Before the gears went i was getting 4000 RPM and 35 - 40 mph. Also he replaced the gimbal bearing and the rubber piece for the impeller that suppose to be replace every 2 years. He also said he adjusted the carb a little. Well i got it back and took it to the lake and could not even pull a tuber. I had no power under load, even without the tube i could only turn 2000 rpm and only get 10 mph out of it. I just rebuild the carb last year. Please help.

check the gear ratio of the gears in the upper drive by rotating the engine and counting the number of turns it takes to turn the prop 1 turn.most 4 cylinders i have seen run a 1.98-1 ratio.may have got wrong ratio.
