fuel issues

The fuel bulb won't get hard when i pump it, so motor won't turn over.
I added a deck to a old jon boat and installed a moeller permanent fuel tank, all new lines and fittings. The motor is a 80's mercury 35 outboard.
I not even sure where to begin!

what should i be looking for?

Primer bulb is just a hand operated fuel pump with a check valve in each end, maybe it's time to replace it. Walmart has them.

The tubing and primer bulb are new. The primer bulb will get hard when disconneted from engine.

check to see if there is fuel pouring from the carb. If the bulb is going soft when attached but not when disconnected you need to find where that fuel is going. If the fuel is pouring from the carbs it is more than likely fuel floats and will call for a carb rebuild.

If you can hear it squirting into your carbs and its not going hard. You have sticking floats. You are probably flooding your engine before you even try to start her.
